There's a pref that sounds like it would do this, but it doesn't work all the time. Sites that use 'target="_blank"' (which seem to be more and more common) still open new windows when you click them.
If you open a Terminal window and enter this, Safari should start opening everything in a new tab instead:
defaults write com.apple.Safari TargetedClicksCreateTabs -bool true
You should probably quit Safari before you run that.
